Russia will not ban foreign messaging applications as long as they adhere to local regulations, according to Maxim Oreshkin, deputy head of President Putin's administration. The statement comes amid speculation about Telegram's potential expansion into the Russian market, though founder Pavel Durov has denied reports of an official registration.
Oreshkin emphasized that compliance with Russian laws—particularly around fraud prevention and telecommunications oversight—is the sole requirement for foreign platforms to operate freely. "Authorities have no intention of indiscriminate bans," he stated, acknowledging the economic risks of over-regulation.
The Kremlin is simultaneously developing a domestic messaging alternative, hinted to be named "Max," though details remain scarce. This dual approach reflects Russia's balancing act between technological sovereignty and global connectivity.
